Guillermo Cisneros Awarded Honorary Doctorate by Politechnica University of Bucharest

Guillermo Cisneros, Rector Emeritus of the Universidad Politécnica de Madrid (UPM) and Full Professor at the School of Telecommunication Engineering (ETSIT-UPM), has been awarded the degree of Doctor Honoris Causa by the Politehnica University of Bucharest. The ceremony was attended by the current Rector of UPM, Óscar García Suárez, and highlighted the long-standing academic and institutional cooperation between both universities.
Born in Madrid in 1960, Guillermo Cisneros is a Telecommunications Engineer and holds a PhD in Telecommunications Engineering (cum laude) from UPM. Throughout his academic career, he has combined teaching, research, and leadership at the highest levels. He has participated in more than twenty international and forty national research projects, published over 120 scientific papers, and played a key role in European initiatives related to digital media, telecommunications, and the Future Internet. His professional experience also includes senior technical and international roles at Telefónica and representation in major international standardization bodies.
Guillermo Cisneros served as Rector of the Universidad Politécnica de Madrid from 2016 to 2025, leading the institution with a strong commitment to academic excellence, research quality, and internationalization. He also directed key national and European initiatives to promote Spanish universities abroad.
The ceremony also emphasized the shared vision of EELISA – European Engineering Learning Innovation and Science Alliance, of which both UPM and Politehnica University of Bucharest are founding members. EELISA brings together leading European universities to redefine engineering education, promote inclusiveness, and strengthen societal impact under the motto “United by Diversity.”
The members of the IPTC warmly congratulate Guillermo Cisneros on this well-deserved recognition, celebrating his outstanding academic career and his lasting contribution to European higher education.
