Ágora Conference to Address Europe’s Digital Infrastructure Challenges

18/02/2026

The Secretariat of State for Telecommunications and Digital Infrastructures will host the Ágora Conference on 24 February under the theme “Digital Europe: regulatory, technological and competitiveness challenges.” The event will bring together leading academic, institutional and industry voices to examine the impact of the proposed Digital Networks Act (DNA) on Europe’s digital infrastructures.

The conference is promoted by the Cátedra Telefónica de la Universidad Politécnica de Madrid (UPM), it is directed by our colleague from IPTC, Jorge Pérez Martínez, Professor Emeritus at the Escuela Técnica Superior de Ingenieros de Telecomunicación (ETSIT) at UPM.

This initiative is a joint undertaking of the Universidad Politécnica de Madrid and Telefónica, S.A. It serves as a platform for research, debate, and knowledge exchange on the digital economy and the European Digital Single Market.

The opening session will feature Manuel Sierra Castañer, Director of the ETSIT-UPM and member of IPTC. The program will continue with the presentation of the report “Challenges and Opportunities for Digital Infrastructures in Europe,” moderated by Jorge Pérez Martínez.

A roundtable discussion with representatives from DigitalES, COIT, the Association of Communication Users, Telefónica and UGT will explore the regulatory and competitive implications of the DNA for Spain’s digital ecosystem.

Through this initiative, the Cátedra Telefónica reinforces its role as a key forum for strategic reflection on Europe’s digital transformation.
